Ohgmorkoth, more commonly known as "The Big O", is the de facto ruler of the NeSiverse and was instated by the 12 God-Monarchs. However he does very little in the way of ruling and mostly keeps to his hedonistic practices on the planet Tatooine. In his stead the grand vizier, Fladnag the White, does all of the administrative duties for the cosmos.
